OFFICIAL AUCTION & SQUAD GUIDELINES

A. MANDATORY PLAYER REGISTRATION

To enter the grand stage of the T10LCL Auction, all aspiring players must strictly fulfil the following first requisites:

1. The Registration Window: Complete the official player registration process between 1st to 15th July 2026.

2. The Auction Pool: Any player who is not officially retained by a franchise must register to enter the open auction pool.

3. Registration Fee: A standard fee of ₹6,500/- for a player applies.

4. Final Clearance: Only registered players who receive the official stamp of approval from the Organizing Committee will enter the bidding block.

Note: The Organizing Committee reserves the right to accept or reject any player registration, provided a reasonable justification is assigned.

B. AUCTION PURSE & SQUAD COMPOSITION

Building a championship-winning team requires strategic spending. Franchises must build their squads based on the following master blueprint:

1. The Crore Club (Auction Purse): Every single franchise will be allotted a massive total auction purse of ₹1,00,00,000/- (Rupees One Crore Only).

2. Mandatory Bidding: Teams must utilize this purse to actively purchase at least 11 players live on the auction floor.

3. Squad Cap: Each franchise must complete a precise squad strength of exactly 15 players.

4. Retention Rules: Franchises are permitted to retain a maximum of 4 core players prior to the auction and declare the names at the time of the team registration.

5. The remaining slots must be filled via bidding by the retained players, owners, and captains.

C. Regional Roster Breakdown (The Bar Eligibility):

To maintain local pride while welcoming outside talent, squads must be balanced as follows:

1. BCD Core: A strict minimum of 12 players in the squad must be enrolled with the Bar Council of Delhi (BCD).

2. Guest Talent: A maximum of 3 players may belong to any Bar Council outside of Delhi.

C. BASE PRICE & BIDDING PROCESS

The live action on the auction floor shall strictly adhere to the following regulatory bidding protocols:

1. The Base Price: The minimum/base bid price for every player shall be set at ₹50,000/- (Rupees Fifty Thousand Only).

2. Escalation Matrix: To maintain high-octane bidding dynamics, the incremental bidding will remain in thousands until the bid value reaches Rs. 5,00,00,00/-, post which all subsequent bidding increments would take place exclusively in Lakhs.

3. Commencement of Bidding: Bidding for every player shall officially commence from their designated base price, unless otherwise explicitly decided by the Auctioneer.

4. Bidding Slabs: The bidding amount shall increase in structured slabs, as officially announced by the Auctioneer during the live auction proceedings.

5. The Final Call: The Auctioneer shall call out the highest bid three distinct times before officially closing the bidding window for any individual player.

6. The Fall of the Hammer: Upon the physical fall of the Auctioneer’s hammer or the verbal announcement of 'Sold', the player shall instantly and officially stand sold to the bidding franchise.

7. Binding Commitments: Once the Auctioneer declares a player as ‘Sold’, the transaction shall instantly become final, absolute, and legally binding upon both the concerned franchise and the player.

8. No Retractions: No bid shall be permitted to be withdrawn once it has been actively placed on the floor by any franchise or its authorized representative.

9. Post-Auction Transfers: No changes, cancellations, transfers, exchanges, or reversals of purchased players shall be permitted after a player is officially declared sold.
However, player trades may be concluded directly among franchises via amicable/mutual discussion post-auction; the Organizing Committee (OC) would have no role to play in those private agreements.

10. Real-Time Purse Deduction: The final purchase amount of the sold player shall immediately stand deducted from the concerned franchise’s available auction purse.

11. Strict Financial Solvency: No team shall place any bid which exceeds the actual remaining balance amount available in its live auction purse.

12. Player Profile Showcase: The name, profile, playing history, and available career statistics of the player may be digitally displayed at the time of bidding to facilitate a seamless and strategic auction process.

13. Absolute Judicial Authority: The decision of the Auctioneer regarding the absolute acceptance or rejection of any bid shall be final and binding.

D. AUCTION TIMINGS & BIDDING PROCEDURE

The scheduling, floor management, and operational mechanics of the live auction shall be strictly governed by the following protocols:

1. Punctuality Mandate: Every franchise must officially report at the designated auction venue at least 30 minutes prior to the commencement of the auction proceedings.

2. Strict Kick-off: The live auction shall commence strictly at the scheduled time, as formally notified in advance by the Organizing Committee of T10LCL.

3. Uninterrupted Proceedings: The auction proceedings shall continue seamlessly, irrespective of the presence or absence of any individual franchise owner, representative, or registered player.

4. Franchise Delegation Cap: Each franchise shall formally nominate a maximum of 4 authorized representatives/reserved players of the said team to actively sit at the bidding tables and participate in the auction.

5. Player Introduction: The Auctioneer shall individually introduce every player on the big screen before officially opening the floor for their bidding process.

6. The Opening Bid Clock: Once a player's name is officially announced, franchises shall be allotted a strict maximum period of 10 seconds to place the initial opening bid.

7. Anti-Collusion Directive: No franchise, representative, or player shall enter into any private arrangement, unauthorized financial understanding, or side agreement contrary to the integrity of the official auction process.

8. The Counter-Bid Clock: To ensure a high-octane pace, the Auctioneer may allow approximately 5 seconds for counter-bids after every subsequent bid is placed on the floor.

9. Concluding the Sale: If no further bids are received within the stipulated time clocks, the Auctioneer shall officially conclude the sale in Favor of the highest bidder.

10. Dispute Resolution: In the event of any dispute regarding simultaneous bids, the joint decision of the Auctioneer and the Organizing Committee shall absolute prevail.

11. Contingency Protocols: In case of sudden technical interruptions, venue issues, network connectivity failures, or force majeure circumstances, the Organizing Committee reserves the power to suspend, adjourn, restart, or continue the auction in such a manner as deemed appropriate.

12. Communication Blackout: No franchise member shall communicate with any technical official during their active live bidding process on the floor.

13. Code of Conduct: Any deliberate delay, floor disruption, or unsporting misconduct during the auction proceedings may invite severe penalties, including the direct deduction of the franchise's purse amount or total disqualification.

14. Operational Duration: The auction is expected to run for approximately the duration prescribed by the Organizing Committee; however, the Organizing Committee reserves the absolute right to extend or shorten the proceedings based on operational requirements.

E. RETAINED PLAYERS

The frameworks governing player retentions and franchise roster locks prior to the live auction shall be strictly regulated as follows:

1. The Retention Cap: Every franchise shall be entitled to retain a maximum of 4 core players of their choice from their previous squad.

2. Exclusion from the Bidding Block: Officially retained players shall not enter the open auction pool, unless they are formally and officially released by the franchise 5 days prior to the commencement of the live auction.

3. Playing Owners Clause: If a franchise owner intends to actively participate on the field as a player, such an owner shall necessarily form a part of the designated retained players roster and be counted toward the overall squad composition.

F. SENIOR CATEGORY PLAYERS

To honour experience and integrate diverse age groups on the field, every team roster must strictly comply with the following senior category mandates:

1. Mandatory Senior Quota: Every franchise shall mandatorily include at least one player aged 45+ years and one player aged 50+ years within their official 15-member squad.

2. Unlimited Squad Participation Matrix: Contrary to conventional match protocols, there shall be no restricted 'Playing 11' designated for a match. To foster unmatched camaraderie and tactical flexibility, every franchise is permitted to utilize all 15 players from their official squad during the course of the match.

3. The Double-Score Advantage: To add a unique strategic dynamic to the tournament, whenever a player belonging to the 50+ category is active on the field, his runs scored on the board would be counted as double for the team.

4. Age Verification & Compliance: Players claiming any age-category benefits shall formalize their eligibility by furnishing valid proof of age as required by the Organizing Committee. Any false declaration or discrepancy discovered during vetting may result in immediate disqualification of the player and a severe penalty for the franchise.

G. UNSOLD & REPLACEMENT PLAYERS

The protocols governing secondary chances for un-bid talent and mid-season squad adjustments shall be strictly regulated as follows:

46. The Accelerated Bidding Round: Any player remaining unsold during the initial auction rounds may be brought back during specialized accelerated rounds at the absolute discretion of the Organizing Committee.

47. Squad Replacement Criteria: Replacement players shall only be permitted in validated cases of physical injury, medical emergency, or other exceptional circumstances explicitly approved by the Organizing Committee.

48. Eligibility for Replacements: To maintain tournament integrity, any replacement player brought into a squad must necessarily be selected from the existing registered unsold player pool.

49. Mandatory Roster Allocation: If any franchise fails to complete its mandatory minimum squad requirement during the live auction, the Organizing Committee reserves the power to allocate unsold registered players to such a franchise on mutually determined terms.

H. POWER PLAY & MATCH CONDITIONS

To maximize tactical intensity and high-octane gameplay, the distribution of fielding restrictions throughout every 10-over innings shall be strictly governed by the following match conditions:

1. The Power Play Allocation: There shall be a mandatory Power Play consisting of 3 overs in every single innings out of the total 10 overs allocated.

2. The Power Play Split & Bowling Options:

  • Mandatory Opening Over: The 1st over of the innings is a mandatory a Power-Play over.
  • Flexible Bowling Power Play: For the remaining 2 Power-Play overs, the fielding/bowling side has the strategic option to take them at any time and in any sequence across the remaining overs of the innings, provided they explicitly inform the field umpire prior to the start of the chosen over.

3. Compulsory Completion: It shall be absolutely compulsory for the fielding side to complete all 3 overs of the Power-Play during the course of the innings.

I. CONDUCT & DISCIPLINE

To preserve the elite reputation, fairness, and spirit of the tournament, all participants must strictly adhere to the following disciplinary protocols:

1. The Professionalism Mandate: All franchise representatives, players, and match officials shall strictly maintain the highest standards of decorum, integrity, and professionalism throughout the entirety of the auction proceedings.

2. Zero-Tolerance Policy: Any attempt of collusion, bidding manipulation, unfair influence, verbal abuse, or unsporting misconduct shall instantly invite strict disciplinary action by the Organizing Committee.

3. The Disciplinary Sanctions Framework: The Organizing Committee reserves the absolute right to impose stringent penalties for infractions, including but not limited to: official warnings, strategic purse deductions, temporary suspensions, the immediate cancellation of a player purchase, or total league disqualification.

4. The Inclusivity & Fair Play Clause: To foster true camaraderie, every franchise shall make a sincere endeavour to provide each registered squad player an opportunity to actively participate in at least one league match during the course of the tournament.

5. Enforcement for Bidding Violations: For any explicit breach of the official auction rules, the Organizing Committee may impose severe penalties, including: formal warnings, monetary fines, the deduction of available purse value, the immediate cancellation of a player acquisition, operational suspensions, or outright disqualification from the league.

J. ORGANIZING COMMITTEE

The overarching administration, regulatory interpretation, and final judicial authority of the league shall be strictly vested in the Organizing Committee as follows:

58. Absolute Administrative Authority: The Organizing Committee (OC) shall hold full and absolute authority to interpret, modify, amend, or relax any rule at any juncture in the paramount interest of the League.

59. Finality of Decisions: The collective decisions of the Organizing Committee and the designated Auctioneer shall be final, absolute, and legally binding upon all participating franchises, team owners, and players across all auction-related matters.

IMPORTANT NOTE:-

Regulatory Hierarchy & Integration: The T10LCL 2026, Season-2 Auction Rules must be read strictly in conjunction with the comprehensive T10LCL Tournament Rules & Guidelines, and also in complete consonance with the existing ICC rules and regulations.

Residual Judicial Powers: Any operational, tactical, or administrative matter not specifically or explicitly provided for within these regulation codes shall be governed exclusively by the final decision of the Organizing Committee (OC).

OFFICIAL LEAGUE RULES & REGULATIONS

A. General Rules & Regulations

1. ICC Compliance: All standard International Cricket Council (ICC) Rules and Regulations shall apply to this tournament, unless explicitly modified or otherwise mentioned herein.

2. Governance: The structural rules and official guidelines of the League are formulated, maintained, and governed exclusively by the Organizing Committee (OC) of T10LCL.

3. Finality of Decisions: The decisions of the appointed Match Officials and the Organizing Committee shall be final, absolute, and binding in all match-related matters.

4. Code of Conduct: All participating teams, players, and League officials must maintain complete professionalism, sportsmanship, and strict decorum throughout the entire duration of the League.

B. Team Composition & Eligibility

1. Squad Size: Each team shall consist of a maximum squad strength of fifteen (15) players.

2. Auction & Player Acquisition: Player retention, registration, bidding, replacement players, and all associated auction-related matters shall be strictly governed by the official T10LCL Auction Rules & Regulations.

3. Professional Qualification: All participating players must be practicing Advocates.

4. Professional Cricket Restriction: No participant shall have played professional cricket (Board Cricket) within the last two (2) years.

5. Jurisdictional Limits (Bar Associations):

  • A maximum of three (3) players within the 15-member squad may hold membership with Bar Associations located outside of Delhi.
  • Conversely, a minimum of twelve (12) players in the squad must strictly be registered members of the Bar Council of Delhi.

6. Senior Player Mandate: Each squad must mandatorily include at least one (1) player aged 45 or older (45+) and one (1) player aged 50 or older (50+).

7. Senior Player Match Participation: Of the two required senior category players, at least one must actively participate in every match, either as a batsman or a bowler at any stage of the game.

8. Veteran Scoring Advantage: Any runs scored by a player aged 50 or older (50+) during batting shall be officially recorded as double runs.

9. On-Field Restrictions: While all 15 squad members are eligible to participate over the course of a match, only eleven (11) players are permitted on the field of play at any given time.

10. Fielding Penalties: If a team is found intentionally fielding or utilizing more than 11 players on the ground during active play, the offending team shall face immediate disqualification from the match/tournament, subject to the final decision of the Organizing Committee and Match Officials.

11. Substitution Protocol: Match Officials (Umpires) must be explicitly informed whenever a player enters or leaves the field during the course of the match.

C. Timings & Match Format

1. Reporting Time: Teams must assemble at the venue at least thirty (30) minutes prior to their scheduled match time, and no later than fifteen (15) minutes before the official coin toss.

2. Late Arrival & Over Penalties: If a team fails to report within 15 minutes of their scheduled match time, they shall automatically forfeit one (1) over. An additional over will be deducted for every subsequent 15-minute delay.

3. Innings Duration: Each innings shall consist of ten (10) overs and must be completed within a strict fifty (50) minutes time limit.

4. Match Duration: The entire match must be concluded within one hundred (100) minutes of play.

5. Intervals & Strategic Breaks: There shall be a 10-minute interval between the innings, alongside a 120-second (2-minute) strategic timeout during each innings.

6. Over-Rate Compliance: All teams must make every effort to complete their designated quota of overs within the prescribed time frames.

7. Over-Rate Monitoring: Umpires will strictly monitor the over-rate throughout the game. Penalties will be applied if the bowling side falls behind the required over-rate.

8. Strategic Timeout Protocol: The fielding team may request a strategic timeout during any stage of the innings. The duration of this break shall be exactly 120 seconds.

9. Inclement Weather & Unforeseen Circumstances: In the event of extreme weather conditions or unforeseen disruptions, the Match Officials will determine the appropriate course of action in consultation with both team captains. However, the final decision of the umpires shall remain absolute and binding.

10. Decision Review System (DRS): Each team shall be allocated two (2) reviews per match, applicable for challenging decisions related to LBWs, Wides, Runouts, and No-balls.

D. Power Play & Fielding Restrictions

1. Power Play Allocation: In every 10-over innings, there shall be a mandatory Power Play consisting of three (3) overs.

2. Power Play Deployment & Scheduling:

  • The first over of every innings is a mandatory Power Play over.
  • The bowling side may opt to take the remaining two (2) Power Play overs at any time and in any sequence during the innings, provided they explicitly inform the Match Officials beforehand.

3. Mandatory Completion: It is compulsory for the bowling team to complete all three (3) allocated Power Play overs within the course of the innings.

4. Fielding Circle Boundary: A standard 30-yard circle shall be clearly marked on the field to facilitate and regulate fielding restrictions during the Power Play overs.

5. Power Play Fielding Restrictions: During all Power Play overs, fielding placement restrictions shall strictly apply as per standard ICC norms.

6. Non-Power Play Fielding Restrictions: Upon the completion of the Power Play overs, a maximum of four (4) fielders shall be permitted inside the 30-yard circle for the remainder of the innings.

E. Dress Code & Leather balls

1. Official Team Kit Mandate: Players must mandatorily wear the official team jerseys during all matches, as approved and selected by their respective team owners or management.

2. Uniform Standardization: No alternative, unapproved, or unauthorized jerseys, trousers (lowers), or apparel variations shall be permitted during the tournament. All on-field attire must strictly conform to the official T10LCL kit specifications and design variations.

3. Official Ball Supplier: To ensure the highest standard of play, the League matches shall be played exclusively using premium Kookaburra cricket balls.

G. League Structure & League Format

1. League Scale: The current edition of the T10LCL shall feature a total of twenty (20) competing teams.

2. Group Stage Allocation: The League shall be divided into four (4) distinct pools, with each pool comprising five (5) teams.

3. League Stage Fixtures: Every participating team shall play exactly four (4) league matches during the group stage.

4. Qualification Criteria: Net Run Rate (NRR) shall serve as the sole metric used to determine and finalize the qualifying positions of the teams from their respective pools or otherwise.

5. Knockout Stage Schedule: Following the league stage, advancing teams shall progress to the knockout phase, which will strictly follow the official fixture list issued by the Organizing Committee (OC).

6. Knockout Progression: The knockout phase shall be structured across four consecutive elimination rounds:

  • Pre-Quarter Finals: Featuring sixteen (16) qualified teams.
  • Quarter Finals: Featuring eight (8) advancing teams.
  • Semi-Finals: Featuring four (4) advancing teams.
  • The Grand Final: Featuring the final two (2) competing teams.

7. Knockout Tie-Breaker (Super Over): If any knockout match concludes in a tie, a Super Over shall be contested immediately to determine the winner.

8. Consecutive Super Overs: In the event that a Super Over also results in a tie, subsequent Super Overs shall be played continuously until a definitive winner emerges.

9. Super Over Player Restrictions: For any subsequent Super Overs, players (both batsmen and bowlers) who actively participated in the initial Super Over shall be strictly ineligible to bat or bowl again.

10. Inclement Weather Policy (Knockouts): If a knockout match is abandoned due to adverse weather or other unavoidable disruptions, play shall be rescheduled and moved to a designated reserve day.

11. Reserve Day Washout: If the designated reserve day is also completely washed out or rendered unplayable, both competing teams shall officially be declared joint winners.

H. Discipline & Conduct

1. Standards of Behaviour: All team owners, players, franchise representatives, and League officials shall maintain the highest levels of discipline, decorum, and sportsmanship throughout the entire duration of the league.

2. Prohibited Conduct: Any form of abuse, misconduct, unfair practice, physical altercation, or deliberate violation of League regulations will immediately invite disciplinary action by the Organizing Committee.

3. Disciplinary Penalties: The Organizing Committee reserves the absolute right to impose sanctions against offending individuals or teams. Penalties may include, but are not limited to:

  • Official warnings
  • Player or team suspensions
  • Disqualification from the tournament
  • Match forfeiture
  • Any other penalty deemed appropriate based on the severity of the infraction.

I. Organizing Committee Powers

1. Regulatory Authority: The Organizing Committee retains full and absolute authority to interpret, modify, amend, or relax any rule whenever it is deemed to be in the best interest of the League.

2. Dispute Resolution: Any dispute arising during the course of the League shall be adjudicated and resolved exclusively by the Organizing Committee. All such decisions shall be final, definitive, and legally binding upon all concerned parties.

NOTE

The ICC Rules and Regulations shall serve as the primary governing and foundational framework for this tournament. Any matter, scenario, or rule not explicitly addressed within this document shall be governed strictly in accordance with standard ICC Regulations.
